U-23 futsal players (18–23 years) are in a transition toward higher competitive levels, requiring objective, safe, and continuous evaluation of technical skills. However, standardized futsal-specific instruments with strong evidence are still limited. This study aimed to develop an innovative test instrument for control and shooting skills in U-23 futsal players and examine its validity, feasibility, reliability. The study was conducted in three stages: (1) content validity using Aiken’s V with 15 AFC A-licensed futsal coaches with ≥10 years of professional coaching experience, followed by expert-based revisions; (2) a limited trial in Yogyakarta city, Sleman regency, Bantul regency with 90 players (45 male, 45 female) to assess feasibility and collect feedback; and (3) reliability testing with 180 players (90 male, 90 female) from five regency (Banyumas, Klaten, Kebumen, Kendal, Kudus) using Cronbach’s alpha and Intraclass Correlation Coefficient (ICC). The instrument comprised 12 design components. Aiken’s V values ranged from 0.800 to 0.844, indicating high content validity. Limited trials showed feasibility of approximately 84% in both male and female players. Cronbach’s alpha was 0.854 (males) and 0.903 (females). ICC indicated moderate reliability for single measures (0.655–0.656) and good-to-excellent reliability for average measures (0.854 males; 0.903 females), with p < 0.001. This instrument shows potential as an objective and safe monitoring tool for U-23 futsal development programs. Further research is recommended to examine criterion validity and the relationship between test outcomes and match performance.
